Decriminalization = Legalization... They are 2 side of the same coin by definition and legal essence.
do YOU have the money to alter a raw source into textiles, the farmers the machinary to harvest ACRES of hemp?, the water in a HIGH DESERT to maintain and cultivate hemp to maturity?
This Q has ZERO relevance to the issue. With decrim/legalization the machinery would be developed.
It's the attitude that "MJ CAN ONLY BE USED FOR MEDICINE" that splits this movement and keeps legalization from moving forward.
the "MEDICAL ONLY" attitude also shows selfishness and

If it was decriminalized there would be NO criminal penalties associated with it!

I just re-read the article and it seems nothing has changed as a result of this "change in policy". My bro has been telling his docs at the VA he's been using MMJ for a few years. Only difference I see is that NOW the docs can put it in your record as medicine rather than "dope", as they typically like to call it.
